UK’s ECO delays changes to nine open general export licences
The UK’s Export Control Organisation (‘ECO’) has published a Notice to Exporters announcing that its updates or amends to nine open general export licences (‘OGELs’) are delayed. The planned changes outlined in Notice to Exporters 2017/27 align UK export policy with an updated EU dual-use export control list, which reflects changes agreed in 2016 with international non-proliferation regimes, in particular the Wassenaar Arrangement. The changes in Annex 1 to regulation (EC) No 428/2009 of the EU dual-use control list were due to be published on 26 November. A further Notice to Exporters giving notice of changes to the OGELs will be issued as soon as the EU update is published.
The amended or updated OGELs concern:
- export after exhibition: dual-use items
- export after repair/replacement under warranty: dual-use items
- export for repair/replacement under warranty: dual-use items
- dual-use items: Hong Kong Special Administrative Region
- low value shipments
- oil and gas exploration: dual-use items
- technology for dual-use items
- Turkey
- cryptographic development
