Singapore Customs alerts exporters to updated regulations over DPRK
Singapore Customs has posted a new circular alerting exporters to updated regulations controlling the import and export of goods through Singapore to North Korea (‘DPRK’).
Regulation 6(1)(b) of the Regulation of Imports and Exports Regulations prohibits the shipment of goods through Singapore that contravene UNSC resolutions. The seventh schedule has been updated to take account of UNSC Resolution 2397, passed in 2017, read together with Regulation 6(2)(d).
The new Regulation of Imports and Exports (Amendment) Regulations 2018 contains prohibitions updated since the adoption of UNSC Resolution 2397.
A TradeNet permit will be needed for goods which are imported from, exported or re-exported to the DPRK. This needs to be applied for at least three days before the date of shipment, and supporting documents showing that the shipment is non-commercial in nature need to be included.
The Regulation of Imports and Exports (Amendment) Regulations 2018 came into force on 17 October 2018.
