Blinken designates two ISIS leaders, says cutting it from moving funds is a priority
US Secretary of State Antony Blinken announced the designation of two ISIS leaders as Specially Designated Global Terrorists at a meeting in Riyadh, where he said that cutting the group’s ability to move funds across borders is a top priority.
Blinken told the meeting, ‘We remain focused on cutting off ISIS’s ability to raise and move funds across multiple jurisdictions, including the General Directorate of Provinces,’ the ISIS offices that the US says provide operational guidance and funding around the world.
Speaking at the Coalition to Defeat ISIS Ministerial Opening Session in the Saudi capital, Blinken announced the designations of Iraq-based Abdallah Makki Muslih al-Rufay’i and Abu Bakr ibn Muhammad ibn ‘Ali al-Mainuki, who, he said, was a ‘Sahel-based’ ISIS leader.
