EU updates critical goods list for Russia
The European Union has updated its list of items regarded as economically critical to Russia, while noting that, ‘The imports of these goods into third countries from the EU and the rest of the world show a significant increase since the start of the Russian invasion and the imposition of EU sanctions, which is mirrored by an increase in exports of those goods from those third countries to Russia.’ The revised list replaces the previous list published on 14 September 2023.
In a statement attached to the update, the EU said, ‘The List may support due diligence and effective compliance by exporters as well as targeted anti-circumvention actions by customs and enforcement agencies of partner countries determined to ensure that their territories are not being used for circumvention of EU sanctions purposes.’
It explained: ‘The list includes goods where: i) exports above the threshold of 1 million euro over a 12-month period (2022) has been recorded and ii) at least a 100% increase in exports to Russia from third countries as compared to the average of the three preceding years periods before the Russian invasion of Ukraine has been observed.’
