Ed represents clients on matters involving US and multilateral economic sanctions, dual use, defense and nuclear export controls, anti-money laundering compliance, anti-boycott, review of foreign investments in the United States, and government procurement regulations in the cross-border context.

In these areas, Ed assists clients on the full range of legal services with regard to compliance, internal investigations, and defense of enforcement actions. This includes:

  • advising on and establishing corporate compliance policies and procedures; 
  • conducting focused and tailored training to internal legal, compliance, and management personnel;
  • providing specific advice on the legality of proposed transactions; explaining the scope, meaning, and practical administration of the regulatory regimes;
  • conducting internal vulnerability and risk assessments of client business models and compliance mechanisms;
  • assisting in internal investigations of possible infractions and advising on remedial measures;
  • advocating on behalf of clients with US Government officials on advisory opinions, requests for authorizations, voluntary disclosures, removal of clients from restrictive person lists and administrative sanctions, and civil and criminal enforcement actions. 

Ed has extensive experience dealing with the principal US agencies involved in these matters, including the Departments of Commerce, State, Treasury, Justice, and the Defense Security Service. Over his many years of experience, he has developed a deep and extensive knowledge of the US Export Administration Regulations, International Traffic in Arms Regulations, Foreign Assets Control Regulations,  State Department non-proliferation and related sanctions programs, nuclear export control regulations of the Energy Department and Nuclear Regulatory Commission, Anti-Boycott Regulations, and foreign investment review regimes of CFIUS and under the National Industrial Security Program.
