DDTC updates guidance on authorisations for US Persons Abroad
The US Directorate of Defense Trade Controls (‘DDTC’) released an update, 22 May, to the ‘Guidance for USPAB Authorization Requests’ document.
A USPAB is defined in the US International Traffic in Arms Regulations (‘ITAR’) as a ‘US Person Abroad’.
Clarifications in the guidance relate to:
- How support documents are to be submitted in PDF format
- Clarification on how to identify USML (‘US Military List’) defence service categories and related USML commodity categories in the submission letter
- Updated guidance on preparing the DS-6004 (Part 4 of the guidance document), particularly the sections on commodity information
- Reiteration that applicants are to address periods of US residency even if they have never lived in the US
- Reorganises the instructions in Section II.A to highlight that defence services are to be listed in BOLD and that the scope of defence services is limited to the specific defence articles identified in the submission.
