France amends dual-use list and imposes controls on quantum computing technologies
France has issued decrees amending its dual-use list and imposing national controls on goods and technologies associated with quantum computing and advanced electronic components, including semiconductors.
An 8 February decree by the French government announced amendments ‘relating to the control of exports, imports and transfers of dual-use goods and technologies’ that bring its control list in line with that of the European Union’s.
The order followed a 2 February decree imposing national controls on ‘exports to third countries of goods and technologies associated with the quantum computer and its enabling technologies and equipment for the design, development, production, testing and inspection of advanced electronic components.’
