OFAC sanctions man alleged responsible for abuse of migrants in Libya
OFAC says that it has sanctioned Libyan national Osama Al Kuni Ibrahim (‘Al Kuni’), who, it says, is responsible for serious human rights abuse against migrants in Libya. The action corresponds, it says, with one taken by the UN Security Council.
‘Al Kuni is designated pursuant to Executive Order (E.O.) 13726,’ said OFAC, ‘for being involved in, or having been involved in, the targeting of civilians through the commission of acts of violence, abduction, forced displacement, or attacks on schools, hospitals, religious sites, or locations where civilians are seeking refuge, or through conduct that would constitute a serious abuse or violation of human rights or a violation of international humanitarian law.’
OFAC Director, Andrea M. Gacki said: ‘In view of sanctions imposed by the United Nations, Treasury is taking this action to promote accountability and expose the illicit activities of those abusing and exploiting migrants transiting Libya in pursuit of a better and more secure life. We will continue to align with the international community by using sanctions and other tools to support the victims of such inhumane treatment and isolate those involved in such abuse of human rights. Treasury calls on Libya’s Government of National Unity to hold accountable Al Kuni and others perpetuating such abuse.’
