UK updates list of embargoed destinations for military and dual-use exports

The UK’s Department for International Trade (‘DIT’) and Export Control Joint Unit (‘ECJU’) has updated its guidance on the special rules that apply to the export of military or dual-use goods, services or technology (31 January 2018). The list of embargoed destinations has been expanded to include Burma/Myanmar, Central African Republic and Venezuela. The Republic of Guinea and Sierra Leone have been removed.

Exporters must have a licence to supply anything on the UK strategic export control lists to a party based outside the UK, with the exception of the export of most dual-use items to EU countries.

Items on the strategic export control lists include finished items or systems, as well as raw materials and components. These may be weapons or explosives; military-use items, such as armoured protective equipment or cryptographic technology; dual-use items, such as aerospace technology, sensors or lasers; or information, such as blueprints or training manuals, that could be put to military use. The ECJU has stated that it ‘won’t usually’ grant a licence to a country subject to an arms embargo.
