Updated UK guidance: export licence required for controlled research sent for peer review
The United Kingdom has updated guidance on export controls applicable to academia, clarifying that controlled research not in the public domain will require an export licence when sent abroad for peer review.
The new guidance, updated 2 August by the Export Control Joint Unit (‘ECJU’) and the Department for International Trade (‘DIT’), explains: ‘Research is not in the public domain until it is published and accessible to the public, this means that when sending controlled research oversees for the purpose of peer review or publication it is not yet in the public domain and therefore will require an export licence. Once published the requirement of the licence will lapse as it is now in the public domain.’
