US State Department ready with $100m for CHIPS Act projects

The US Department of State announced it has developed a ‘strategic framework’ for utilising $500 million allocated to advance US national and economic security policy priorities.

The International Technology Security and Innovation Fund (‘ITSI Fund’) appropriated under the CHIPS Act (Creating Helpful Incentives to Produce Semiconductors) of 2022 provides the Department of State with $500 million ($100 million per year over five years, starting in Fiscal Year 2023), a State Department factsheet explained: ‘This funding is available to the Secretary of State to provide for semiconductor supply chain security and international information and communications technology (ICT) security,’ it said. ‘In partnership with US interagency stakeholders, the Department has developed a strategic framework for utilising these funds to advance US national and economic security policy priorities in these sectors.’

According to the factsheet, the funding supports the following programmes relating to semiconductors and Secure Information and Communications Technology (‘ICT’):

  • Securing Critical Material Inputs
  • Strengthening International Policy Coordination
  • Expanding and Diversifying Downstream Capacity in the Indo-Pacific and the Americas
  • Protecting National Security
  • Developing Enabling Environments for Secure ICT Ecosystems
  • Deploying Secure ICT Infrastructure
  • Defending Against Malicious Cyber Activity
